Joe Kruger

Director for Energy and Environment, Bipartisan Policy Center (BPC)

Joe Kruger is the Director for Energy and Environment at the Bipartisan Policy Center (BPC), where he leads initiatives on the electric grid, energy efficiency, and climate policy. In 2009, he took a leave of absence from BPC to serve as the Deputy Associate Director for Energy and Climate Change at the White House Council on Environmental Quality. Previously, Joe was a Visiting Scholar at Resources for the Future, and from 1986-2003, he held several staff and management positions at the U.S. Environmental Protection Agency. Joe is the author of more than two dozen publications on climate, energy, and air pollution policy and was a lead author of the Intergovernmental Panel on Climate Change (IPCC) Fourth Assessment Report. He holds a master’s degree in public policy from the Goldman School of Public Policy, University of California, Berkeley, and a bachelor’ degree in government and economics from Cornell University.
